Create New Extension Project occurs an error:spawn C:\windows\System32\cmd.exe ENOENT

i am a newbie about twich extensions. when i install developer rig and Create New Extension Project, i encounters an error:

i try find answer by network, and check Path env configuration

can some one tell me how i fix this problem
