# "That user has been banned from receiving whispers."

It is NOT a permanent ban, it keeps happening from time to time, and the bot should be on the “whitelist” (see other topic).

Known rate limits: max 3 per 1s AND max 100 per 60s (already limited to 2 per 1s and 90 per 60s to make up for potential latency issues)
