is the new Helix going to have support for pulling data on Stream Analytics from the Dashboard?
i am hoping to develop tools/insights for managing a team of streamers.

Nothing like that has been announced, although it’s something that I as an analytics dev have been asking for at every dev meetup and chance I get 
.
Also it is worthwhile considering collecting your own data as while there are some metrics impossible to obtain outside the Dashboard, it is also true that the Dashboard metrics are limiting in some ways.
