Ban IP address in chat (Feature Request)

I am a mod in a few streams and there have been times where a user comes into the chat (being rude) and is banned. Then they come back with a new account and do the same thing again and again and again.

Can’t Twitch do anything to let the streamer ban the IP address from the chat, would make things a little easier maybe?
