can website developers embed twitch clips and vods from other streamers using api without streamers permissions?
They have right to do that if they using twitch api?
Like https://streamscharts.com and twitchtracker do?

There are no restrictions enforced by Twitch on this to my knowledge.
If the ocntent is publically available and you are utilizing the documented embeds then you are good to go.
Naturally it would make sense that it someone asks to be removed from your site then you should and/or allow people to opt out.
and if the website owner doesn’t do that? What happends?
You could face a DMCA from the owner of the content you are potentially “misusing” and lose the whole site instead or other legal repercusions.
