IRC whispering problems

I’ve noticed that from some accounts I can send whispers from irc and from other accounts i can’t.

i’m using PRIVMSG #jtv /w <target_user> <message>

From the account I can, i’m usually required first to be whispered by the target or to whisper the target from the web app. But the account that cannot send whispers I 've tried being whispered beforehand by the target and whispering the target first through the web app with no success.

Whispering through the web app works fine on both accounts.

What’s the difference between the 2 accounts?
