Is it possible to create a clip from specified VOD timestamp with API

The only documented parameter is the broadcaster_id which creates a clip of the current moment in a live broadcast. Is it possible to pass a VOD id and potentially a timestamp?

This API only supports making a clip of a Live Stream.
