I was developing the video_overlay.html and wanted to test it live , but it seems that the people in the chat cannot see the component, I did set it up correctly through the twitch console and twitch extension, maybe because it is for testing they cannot see it? it was done in hosted testing

For viewers to see an extension it has to be released.
Or users added to the testing allow list.
