Looks like a bug in BTTV (or another extension you’re running). I’d recommend disabling your extensions and seeing if that fixes the issue.

It looks more like some CSS failed to load or was downloaded incorrectly, and then cached incorrectly on your end. I’d try clearing your cookies and cache.
