TWITCH IRC NOTICE - TIMEOUT/UNBAN questions

Hello, working on chatbot and i have some questions.
I have read all the posts, but I still do not find the answer, or posts what i read was out of date.
In irc channel I can detect timeout:
1. Reason for ban and who has given the ban is still unavailable or is there any higher privilege for this?
2. Is there a way to detect unban, or is it also inaccessible?

You can either parse IRC NOTICE’s for the information or the moderation pubsub topic which is technically undocumented
