Webhook topic for Channel Ban Change Events and Moderator Change Events doesn't require OAuth Scope?

I don’t see required OAuth scope section in documentation of Webhook for these events, but the API requires moderation:read scope.

Each webhook topic requires the same oAuth scopes as if you were calling the topic as a API call directly. But I’ll throw it in the github docs issues
