Whisper blocked unless user whispers first

Any update on this issue? We just went live today: And we’re having to tell everyone to whisper the bot in order to get whispers back.

Should I go through the white-listing process? Is this intended behavior?

UPDATE: After being used rather heavily, the bot no longer was able to send whispers at all (Even to those who it had previously whispered). This was a huge issue, and we ended up having to switch over to another bot that I owned that was already whitelisted. All and all, a rather miserable experience.

Well Its good to write some kind of system that would postponed a replay for a few seconds so you do not send more whispers than limit(maybe use more than 1 bot to do this ?.. not sure if it even possible.) but they should fix the first message problem. It is not really good when users have to write to bot first …
