Extensions: enroll in the Apple Dev program required?

I assume it’s required that we enroll in the Apple Dev program ($120 CAD / year) in order to be eligible to be reviewed and approved for mobile?

I’m not planning on releasing anything on the app store anytime soon, I was curious if there was any way around this enrollment.

for iOS yes. for Android no.
