Unless SocialBlade has been granted permission to use data in the way they do, then yes, they are probably violating the ToS.
As for TwitchApps.com and TwitchTools.com, they are not exactly storing channel or user metadata (just the names of channels and top games). It’s a grey area for their use case given the ambiguity of the ToS, but they’re probably not in violation.
