In-game integration for PC/PS4/Xbox?

We are producing a PC/PS4/Xbox game and we are looking into integrating Twitch inside it.

A feature we would like, is that someone could select someone who is streaming from this game and be able to go “ghost” that player. Such “observer” would have a few features related to being inside a streamer’s game.

I saw the API is for Web app, but how about integration inside a PS4 or Xbox game? Is it possible to find a list of people streaming from that game?
