Are twitch names case sensitive

I am using
CAP REQ :twitch.tv/tags twitch.tv/commands followed by JOIN #name
to send/receive messages to a chat room, however I noticed that when the name isn’t properly capitalized it says it joined the room but i don’t send/ receive messages.

Yes channel names over IRC are all LOWERCASE

So JOIN #barrycarlyon not JOIN #BarryCarlyon

But it still gives me a reply as per usual. I’m assuming that means that it creates a new chat room with that name and it places me there?

But yeah BarryCarlyon != barrycarlyon as a chat room
