How to get subscriber notices?

What is the proper way to get real time subscriber notices? Do I need to use the API for this, if so, how? Or do I need to scrape chat for the text notices?

PubSub seems to be what I need here. Is there a reason why this supports events that the New Twitch API Webhooks do not support (yet)? Pub/Sub does subscriptions but not followers, Webhooks do the inverse, this all seems a bit scattered.
