Twitch Api to Upload and Download Videos

Hi,

Does twitch Api provide functionality to upload and download videos when i have user access tokens, found few threads on same topics but they are from 2-3 years back, so checking if currently their is a way to programmatically do this or anything in pipeline from twitch side.

The Upload API was removed never made it to helix (is was kraken v4).
And there has never been a download API for anything

if needed add to uservoice citing your use case.

There is a open UV around clips

Conceptually that would apply to VODs/other video content
