I can stream, but i dont, why

hello.

i cant stream propely in twitch, on Cs GO or other game, their is some lag or ram.

i stream with OBS Studio.

i can stream with 720p, but, with this computer and internet, i can stream 1080p.

And twitch Turbo is necessary to stream 1080p ?
