Hi,
Is it possible to wipe a user’s message and give a timeout without putting a message in the chat?
Does anyone have a list of tmi commands?
Thanks!

Not sure if I know what you mean, but you should just be able to time him out, and it’ll delete the post. Though, extensions like BetterTTV allow users to see deleted messages, so you will never be able to fully delete a message from everybody.
It is impossible to silently timeout/ban a user.
There is always a message in chat and the users messages replaced with <message deleted>
TMI Commands? You mean chat commands? http://help.twitch.tv/customer/portal/articles/659095-chat-moderation-commands is the official list.
Giving a timeout doesn’t put a message in chat, the user’s message simply gets replaced with <message deleted>
, which can be clicked to show the timed out message. You as the moderator will get a message to confirm the timeout was carried out, but this message is only visible to you as the moderator who used the command.
Apologies, I meant the notice. (That BTTV hooks onto for counting timeouts of a user)
That’s entirely BTTV’s. Not just the counting, the whole message is.

Does this function available now?
Hey stasia,
No this feature as described above for silently wiping a user will not become available.
Twitch will always sent through IRC a clearchat when a user gets timed out, and in the real chat you’ll see the message being deleted.
If you see " x has been timed out" that’s BTTV, which is separate from Twitch.
So no, it would not (and will not soon) be possible.
As far as I know the suggestion site twitch uses (https://twitch.uservoice.com/forums/297558-general) does not have this suggestion yet with a quick search. You might want to request it if you think multiple people want this.
If you just want to hide BetterTTV’s messages, there’s an option in the settings called “Remove Deleted Messages” which silences all timeout activity.
