Why can't non-affliates create non re-occuring stream segments?

I was wondering why there is a specific restriction on non-affliates/partners on creating a single stream segment with the API?

The official Twitch API page explicitly states:

“Only partners and affiliates may create non-recurring segments.”

This impacts a lot of design decisions / UX and have to work around this specific case, and limits alot of functions

First party as well as third party has this restrcition show it’s a first platform/platform query, not a third party one.

So why? No idea I guess it’s one of the “few” partner perks. But thats upstream from third party land
